Sultanate of al-Amal
The third power on Mars is the Sultanate of Al-Amal. Centuries ago, the Arab states of the Arabian peninsula, sent an expedition to Mars. With time they built a base. The base became a settlement and the settlement became a colony.
When humanity needed to flee from Nemesis' struck disaster, Far Future Foundation offered its help to save millions of Arabic peoples.
The new colony was quickly established, but, even with the help of the FFF, Mars was unable to unite and collapsed in a civil war and in a subsequent war against the rising Jovian Republic.
When dust settled, four states arose as Martian powers. Al-Amal was one of them.

Culture: The civil wars fought in the history of the Sultanate, has left the country with a solid laical society. It’s very difficult to see in al-Amal an Islamic country, but easy to see in an arab one.
It was not an easy path, and left a number of scares. Arabic language is cherished and studied (the major and most eminent arab university lies at Irem). Architecture is built to be a clear reminder of the old arab monuments on Earth. Also if Amal styled itself a Sultanate, and arabic population is the majority, many other peoples migrated here. Sizable minorities come from Pakistan and Bangladesh, while a lot of Turkish and Central Asian persons live in the south of the state. Europeans lived here, but mostly left centuries ago for Galileo. Regardless of it an ample italian (or more specifically, southern european) minority lives in several city of the Sultanate; leading to more close links with Galileo.
Religion: Religion is practiced, and respect to other peoples in the Solar System, Amali people are quite religious, but civil wars eased how they interact with the clergy and with mosques. Ibadi Islam is the main sect here, with a quietist position in front of the power, while sunni is second. Christianity is the other leading faith, mostly Assyrian and Armenian. Hinduism and Buddhism are followed, but not in so many numbers.
It's interesting, however, that the biggest Buddhist monastery of the Solar System is located on Mount Olympus in the west of al-Amal.
